Preparation
  1. Preheat the grill to medium-high heat or the oven to 400°F (200°C).
  2. In a mixing bowl, combine the ground beef with olive oil, garlic powder, onion powder, salt, and pepper.
  3. Prepare four large pieces of aluminum foil, about 12 inches long each.
Assembly
  1. Divide the meat mixture into four equal portions and place each portion in the center of a piece of foil.
  2. Top each portion with equal amounts of potatoes, carrots, bell pepper, and onion.
  3. Fold the foil over the ingredients to create a sealed packet, ensuring no gaps for steam to escape.
Cooking
  1. Place the foil packets on the grill or in the oven and cook for about 30 minutes, or until the meat is cooked through and the vegetables are tender.
  2. Carefully remove the packets from the grill or oven, allow to cool slightly, then open and serve.
