Method
 

Preparation
  1. Preheat the grill to medium-high heat or the oven to 400°F (200°C).
  2. In a mixing bowl, combine the ground beef with olive oil, garlic powder, onion powder, salt, and black pepper.
  3. Prepare four large sheets of aluminum foil, about 12 inches long each.
Assembly
  1. Divide the seasoned ground beef into four equal portions and place each portion in the center of a foil sheet.
  2. Top each portion with equal amounts of baby potatoes, carrots, bell pepper, and onion.
  3. Drizzle a little more olive oil over the vegetables if desired.
  4. Fold the foil over the ingredients to create a sealed packet, making sure it is tightly closed.
Cooking
  1. Place the foil packets on the grill or in the oven and cook for about 30 minutes.
  2. Carefully remove the packets from the heat and let them sit for a few minutes before opening.
  3. Open the packets carefully to avoid steam, and serve hot.
