Instructions
- Preheat oven to 350°F (175°C) and line a cupcake tin with liners.
- In a bowl, whisk together flour, cocoa powder, baking powder, and sugar.
- In another bowl, combine eggs, milk, and oil; mix into dry ingredients until just combined.
- Fill cupcake liners two-thirds full and bake for 18-20 minutes or until a toothpick comes out clean.
- Allow cupcakes to cool completely before frosting.
- Beat peanut butter with confectioners’ sugar until fluffy; add milk as needed for consistency.
- Frost each cupcake generously and top with a mini Reese's cup.
